（中央社記者蔡怡杼台北22日電）美國聯準會（Fed）結束為期2天的利率決策會議，並在今天凌晨宣布，持平利率不變，究竟美國升不升息對市場有什麼影響及意義？讓你一次看懂。

一、聯準會貨幣政策的意義

聯準會就是美國的中央銀行，主要功能為調節市場貨幣供應，當經濟過熱、貨幣太多、通膨疑慮升溫時，聯準會就會透過升息的動作，收回市場過剩的游資，反之亦然。

由於美元為國際間流通最廣泛的貨幣，且黃金、原油、大宗商品等主要商品大多以美元計價，也因此，聯準會貨幣政策往往會擴及海外，其影響性幾乎遍及全球。

二、美國不升息的主要考量

儘管美國近期數據強勁，顯示經濟穩健復甦，然而，歐洲已逐漸反映英國公投脫歐事件所帶來的衝擊，加上中國大陸經濟持續調整，主要經濟體前景仍未明朗，影響聯準會貨幣政策。

再者，美國總統大選11月登場，在政治考量下，外界預期，聯準會利率動向等到大選結果底定後、12月才會逐漸明朗。

三、美國貨幣政策對全球市場的影響

儘管美國這回維持利率不變，但市場普遍預期聯準會年底將調升利率，資金將陸續回流美國，只是撤回速度不會太猛烈。

台灣經濟研究院景氣預測中心主任孫明德表示，美國年底升息幾乎成為共識，先前流入新興市場的資金應該會在11、12月重新調整部位，加強對美國的布局，亞洲股匯市恐受影響。

花旗（台灣）銀行財富管理暨研究部資深副總裁王進彰表示，市場對美國重啟升息已有共識，尤其，對比聯準會去年宣布升息時，現在情況相對好轉，且聯準會維持既有的緩步升息策略，升息對整體市場衝擊不大。

此外，大宗商品及原物料價格與美元大致呈現負相關，即美元走強時，以美元為計算基準的大宗商品和原物料價格大多會回落，反之亦然。

反應美國即將升息，資金重回美國市場影響，美元持續看漲，大宗商品以及原物料價格未來走勢恐受壓抑。

四、美國升不升息對台灣的影響

匯市方面，反映國際熱錢回流美國，新台幣匯率恐受壓抑，同時，第4季為傳統出口旺季，配合新台幣走弱，出口產業表現可期。

股市方面，受惠外資匯入，台股力挺9000點附近高檔區，之後隨著美國升息在即，國際資金也將陸續回流美國，恐影響台股後續動能。

利率方面，受到聯準會等主要央行持續寬鬆政策影響，中央銀行自去年9月起，已連續4次降息，不過，在聯準會將重啟升息動作後，考量利差擴大恐進一步加劇資金外流，外界預期央行9月底5度降息的可能性不高。1050922
